Paul Parker

CEO & DIRECTOR

Paul is head of the Corporate practice at Alexanders. With over twenty years’ experience Paul’s expertise encompasses corporate and finance transactions. Before moving to the Cayman Islands to join Maples and Calder, Paul practiced as a solicitor in London at Ashursts. 

Paul has a diverse legal background and advises clients on general commercial and corporate matters, investment funds, general and structured finance, trusts, stock exchange listings and bespoke transactions in the blockchain and cryptocurrency industry.

In addition to being a Certified Bitcoin Professional pursuant to the Crypto Currency Certification Consortium, Paul has a Certificate from the London School of Economics in Cryptocurrency and Disruption.

He is admitted as a solicitor in England and Wales (not currently practicing) and is admitted as an attorney-at-law in the Cayman Islands where he currently heads the corporate practice group of a Cayman corporate law firm.

Paul holds a Bachelor of Law Degree and Master of Philosophy degree from Queen’s University of Belfast and is also a member of the Institute of Bankers in Ireland.

With a keen interest in the Fintech industry, Paul is a Certified Bitcoin Professional having completed the Crypto Currency Certification Consortium and a Certificate in Cryptocurrency and Disruption from the  London School of Economics and Political Science.

Frank Balderamos

CHAIRMAN

Frank is a seasoned executive in multiple industries, with particular expertise in corporate governance, accounting, portfolio management and compliance. As a qualified accountant, registered investment advisor, and accredited director, along with holding a LLM: Master’s Degree in International Finance Law and Regulation, Frank puts over 25 years of management and consulting experience to good use for his clients.

Frank has worked for brand name global firms (EY, Barclays and MetLife) as well as family offices, start-ups, asset managers and not-for-profits, operating at a senior level, managing diverse staff across the globe, and making decisions regarding millions of dollars in investments and projects. Frank has advised investment funds, and other companies, on all phases of operations and life-span, including: formation, strategic planning, operations, capital raising, budgeting, portfolio construction, compliance, regulatory affairs, re-organization, and liquidation.

Frank is experienced in all major investment strategies and works with clients around the world, including North America, Asia, Europe and the Caribbean. Frank is committed to the mission of Mastic Management and has a passion for helping clients achieve their goals.

Petrina Moore

DIRECTOR

Native to the Cayman Islands, Petrina possess a Bachelor of Science in Nursing and gained valuable work experience at Tampa General Hospital in Tampa, Florida before she returned home to work at the Emergency Room at the Cayman Islands Health Services Authority.  

Taking an interesting spin, Petrina later transitioned into the financial services industry in 2011 as a Legal Secretary in the Structured Finance team at the then Maples and Calder. As a natural in the field Petrina solidified her skills by obtaining her Paralegal Diploma in February 2014 and was promoted as paralegal. Petrina’s consistent demonstration of her in-depth understanding of the team’s practice and functions suited Petrina for the role of Senior Paralegal where she managed and lead a team of four paralegals before she moved across to another top tier firm where she is maintains the role Senior Paralegal on their finance and corporate team.

Petrina is an Accredited Director through the Chartered Governance Institute of Canada and she is a member of the Cayman Islands Directorship Association (“CIDA”) which further supports her wealth of experience.

Fun Fact: Petrina enjoys spending time with her children and engaging in Kickboxing and HIIT workouts at her local gym. She enjoys participating in the charity 5k walk/runs on island and currently serves as a member of the Labour Tribunal of the Cayman Islands.

Nik Tatarkin

COO

Nik is a seasoned executive with a wealth of experience leading globally focused organizations, with emphasis on the global mining/metals and natural resource sectors. For 16 years in the role of President, Nik headed the operating arm of Wheaton Precious Metals (ticker: WPM), the world’s leading precious metals streaming company with market capitalization in excess of $20 billion, listed in NYSE, LSE, TSE. Nik oversaw several core business lines at Wheaton: metal sales, contract compliance, financial reporting, metals markets research, mining operations, corporate social responsibility. He played an active role in numerous high value M&A transactions, negotiated complex commercial agreements with external stakeholders, implemented innovative process & systems projects, developed new leaders, built long-lasting relationships. Nik is known for seeing the big picture, anticipating risks, identifying opportunities and engaging people to move forward. As the current Chair of the Board at Wheaton Precious Metals International, Nik now oversees all governance activities of the main operating subsidiary of Wheaton. 

Since 2016 Nik served as the Chair of Inclusion Cayman, a non-profit focused on improving lives of people with disabilities in the Cayman Islands. He is the father of a child born with a developmental disability and a staunch believer of the inclusion of people with disabilities in all aspects of community life. He is also an Honorary member of the Rotary Club of Grand Cayman. Nik is a CFA charter holder, and is based in Grand Cayman, Cayman Islands.

Derek O’Toole

CHIEF FINANCE OFFICER

Derek is a finance executive with experience in the digital asset, media and broader technology sectors. 

A chartered accountant with 20 years of experience, Derek specializes in strategic finance, with extensive experience in capital markets, M&A and strategic planning. Derek's recent roles include head of strategic finance for a late stage Crypto FinTech Company and as CFO of a high growth financial media company and now he is focused on helping early and growth stage companies execute their scaling strategies.

Jeffrey Goddard

INDEPENDENT DIRECTOR

Jeffrey Goddard specializes in the provision of governance and corporate services to investment funds and management companies. Previously, he was a Vice President at Goldman Sachs in New York and the Cayman Islands where he worked for nine years in various progressive investor relations, operations, client onboarding, and product development roles within Goldman’s hedge fund administration business. He then served as a Vice President at State Street Alternative Investment Solutions in New York and the Cayman Islands in the capacity of Vice President of Business Strategy. Jeffrey also served as Country Managing Director of a leading global corporate services firm for 6 years. 

Prior to working in the financial services industry, He worked with the Cayman Islands Department of Tourism for four years, where he gained a solid understanding of destination marketing, stakeholder management, product development and strategic planning. 

He is an Accredited Director with the Chartered Governance Institute (CGI) of Canada, a Cayman Islands Monetary Authority (CIMA) licensed Professional Director, a member of the Cayman Islands Directors Association (CIDA), and a Chartered Alternative Investment Analyst (CAIA) charter holder. Jeffrey is a co-founder and previous executive committee member of the CAIA Cayman Islands chapter. He holds a B.Sc. (Hon) in Computer Science from Florida Institute of Technology in the USA, an MBA from the Manchester Business School in the UK and a post-graduate certificate in International Management from McGill University in Canada.

Ceretta Harvey

INDEPENDENT DIRECTOR

As a corporate attorney whose practice is concerned with investment funds, web3, blockchain and crypto, Ceretta understands the complexities of regulatory matters related to multijurisdictional transactions. 

Ceretta holds a Postgraduate Diploma in Legal Practice from Oxford Brookes University with Commendation grade (2022) and a Bachelor of Law Degree with a First Class Honours classification (2020) from University of Essex where she finished top two of her cohort. 

Ceretta’s solid academic background is supported with 20 years of work experience in the legal financial services industry, which affords her insight from the public policy and legislative perspective paired with the hands-on experience of the private sector. Ceretta’s experience affords her with a unique perspective to support clients with legal strategies aligning their goals with the evolving requirements of her niche practice. 

Adding to her legal depth, Ceretta is also a qualified Mediator and an Accredited Director (Acc. Dir). She is a member of the Cayman Islands Directors’ Association (“CIDA”), and she is approved and recognized as a professional director by the Cayman Islands Monetary Association (“CIMA”). As an actively engaging member of several blockchain and crypto associations locally and internationally and Ceretta continues to upskill herself in the digital space.  

Fun Fact: – Ceretta is native to the Cayman Islands. She is keen to support the vulnerable in the community in matters related to the elderly, children and animals. Ceretta enjoys cycling, beach runs, gardening and all things interior design.

Alex Lyford

INDEPENDENT DIRECTOR

Alex is a finance specialist and an experienced board director.  He has served on, and headed up, audit and risk, compliance & governance, and nominations & remunerations committees. He is presently serving as director on Cayman Islands investment funds and as the independent chairman of the largest non-food retailer in Mauritius. He is also the director of a London-based regulated commercial finance brokerage which he established in 2013.

 After gaining a languages degree at the University of Leeds in the UK, Alex worked with the business community in Vilnius for the George Soros Open Society, then for Petroecuador in Quito and for Ford in Cartagena, Colombia. He then worked for fifteen years as a manager and director in corporate and commercial lending divisions of NatWest, National Australia Bank and Santander in London. As such Alex is well versed in developing and analysing credit and investment proposals across a wide spectrum of industries.

He is an advocate for greater financial awareness for businesses and consumers. His guidebook How Banks Work was published in 2015 and he is a regional board member and local school mentor for Young Enterprise in London. Alex is a Registered Professional Director with the Cayman Islands Monetary Authority and is approved by the FCA in the UK. 

Stacyann Stewart

INDEPENDENT DIRECTOR

Stacyann is a qualified Attorney-at- Law admitted in the Cayman Islands as well as a qualified mediator, bringing a unique perspective to conflict resolution. 

Prior to qualifying in this jurisdiction Stacyann established herself as an accomplished legal and finance professional having acquired over a decade of expertise in law enforcement and compliance. Holding both an LLB (Hons) from the Truman Bodden Law School and a LLM from the University of Cumbria, Stacyann is also an accredited director (Acc Dir) registered and approved with the Cayman Islands Monetary Authority (CIMA). Her extensive background includes more than four years specializing in compliance and anti-money laundering (AML), making her a valuable asset. With her comprehensive knowledge and commitment to excellence, Stacyann is dedicated to navigating complex legal landscapes while ensuring financial integrity by upholding best practices and the highest standards.

Vashti Ramgeet

Vashti is a dynamic Caymanian with a passion for corporate excellence. She launched her career as a Trainee Corporate Administrator soon after completing high school in 2008. Over the years her commitment has since ascended to the role of Senior Corporate Administrator at another highly regarded Cayman firm. With extensive experience in corporate management and compliance, Vashti has previously lead two teams with precision and insight, driving best practices and operational success. Her career trajectory is a testament to her resilience, commitment, and expertise in navigating the complexities of the corporate environment.

Fun Fact: In her free time Vashti is doing outdoor and adventurous activities and she enjoys sharing her community spirit with her daughter by engaging with charity organisations and events.

Barry is a seasoned finance professional from Ireland with a proven track record in financial leadership roles across international markets. Barry holds an ACCA qualification and brings a wealth of experience from roles in diverse industries and jurisdictions. His Cayman career includes positions such as Accounting Manager at Real Vision in the Cayman Islands, Senior Accounting Manager at UNR Corp.,

Cayman and most recently, Finance Manager - Domains, at Nasdaq-listed Tucows Inc. in Toronto, Canada. Lee Anne Bacina

INDEPENDENT DIRECTOR

Lee-Anne is a distinguished director and legal professional with extensive experience in regulatory compliance and governance. She has honed her expertise at leading global law firms, including McMillan LLP in Toronto, Canada and Herbert Smith Freehills in Sydney, Australia, in addition to a secondment at the Ontario Securities Commission.

A former Beaverbrook Scholar, Lee-Anne earned her law degree from the University of New Brunswick, where she excelled academically. She also holds an Honours degree in Philosophy from Saint Mary's University, which has further shaped her strategic thinking and analytical abilities.

As a director, Lee-Anne combines her legal acumen with strong leadership capabilities to provide effective governance and oversight, driving organizational growth while ensuring regulatory compliance.

Dual-qualified as a solicitor in both Canada and Australia, Lee-Anne offers a unique global perspective to the boards she serves. Although new to the blockchain space in a professional capacity, Lee-Anne has been a long time follower of developments in blockchain from its early days

With a diverse background spanning business operations and healthcare, I bring a unique blend of skills and experience. My professional journey includes managing operations and marketing for a boutique advisory firm in the technology and digital asset sectors, where I currently oversee marketing outreach, event coordination, and CRM management. While I previously worked as a Registered Nurse, providing comprehensive nursing care and coordinating interdisciplinary teams in various settings including hospice and intensive care, I am not currently practicing in this role.

My past healthcare experience, however, has equipped me with strong organizational, communication, problem-solving, and client management abilities that complement my current responsibilities. Earlier in my career, I also gained experience in the financial sector as a Loan Officer Marketing Specialist.

Heather Forrest

Heather Forrest is an accomplished compliance professional with over 20 years of experience in anti-money laundering (AML), financial investigations, and regulatory enforcement. She has built a career specializing in financial crime prevention, policy development, and high-level AML enforcement, working with both public and private sector Institutions.

Heather's previous role as the Enforcement Lead at the Cayman Attorneys Regulation Authority (CARA), saw Heather oversee AML enforcement operations, ensuring adherence to regulatory frameworks and international best practices. Heather has a proven track record of managing complex AML cases, leading successful investigation teams and collaborating with domestic and international regulatory bodies to combat financial crime.

Moritz Heiden

HEAD OF TECH SERVICES

With a career spanning fintech, web3, and systematic investment management, Moritz is a trusted advisor and innovator in blockchain and quantitative finance. He actively advises web3 projects and decentralized autonomous organizations (DAOs), focusing on technical implementation and tokenomics, while consulting crypto trading companies on systematic strategies and infrastructure for both centralized and decentralized venues.

As co-founder of Takahē Capital, Moritz has built an innovative systematic investment firm specializing in high-octane trend-following strategies across derivatives markets. His expertise spans programming, implementation, trading, and fundraising. Previously, as Head of Digital Innovation at Real Vision, a financial media
firm founded by Raoul Pal, Moritz led the company’s tokenization and web3 roadmap and artificial intelligence projects. He also served as Chief Technology Officer at Exponential Asset Management, one of the largest crypto funds of hedge funds, where he led the development of its platforms and streamlined operational processes.

Earlier in his career, Moritz was Head of Research at Munich Re Investment Partners, designing institutional investment solutions, and contributed to Scalable Capital, one of Europe’s largest robo-advisors, advancing algorithmic trading strategies. Moritz is also an active researcher and lecturer at the University of
Augsburg, where he teaches Innovation in (De)Centralized Finance. His lectures focus on data-driven analysis of financial innovations, covering topics such as blockchain, fintech, cloud computing, behavioral economics, digital identity, and the impact of automation and social media on financial markets.

Moritz holds a PhD in Statistics from Augsburg University, where his thesis focused on "Asymmetry and Nonlinearity in Forecasting Multivariate Stock Market Volatility", and a Master of Mathematical Finance from the University of Konstanz. He is a published author in leading journals, with research in volatility forecasting, cryptocurrency markets, and retail investor behavior. His work has been presented at prestigious conferences, including the American Economic Association,
the International Symposium on Forecasting, and the London Business School Blockchain Society.
